What is an Item Upgrader in Pokemon Go?

Some items come with built-in boos that is not beneficial when upgraded. For example, the Goldwrap has an extra potion slot. These are usually upgraded to add value to the perfect or nearly perfect item.
Costs
There are a few expenses related to upgrades of items. The first is the cost to perform the upgrade. This cost can be expensive and is dependent on the new ilvl of the item and the number perks it gains. Upgrades to a higher level (such as Explorer to Champion or Veteran to Heroic) are costly.
The other is the cost of the materials needed to upgrade. These are typically Power Dices (dropped from monsters 21+), Minerals and Erons or a specific Mists Of Pandaria or Warlords of Draenor Quests. The amount of these items needed can be found in the inventory of an upgrade vendor.
It takes time to upgrade an item. It can take up to 8 hours, depending on the magnitude of the upgrade. The base stats of the upgraded item are calculated based on its new ilvl and other properties. This calculation determines the updated Armor Class bonus, damage dice, and other crucial stats. In some cases, an upgrade can grant additional benefits. These perks are available on a table.
In rare instances the upgrade will only replace the highest-costing bonuses. The upgrader may also make other adjustments to the item, such as changing its weapon damage type, or adding or removing an operative or unwieldy option. These modifications are based on an item's ilvl and may require special materials, for instance adamantine.
Success Rate
The upgrade of an item is dependent on the chance. Like any random system there is a chance that it won't succeed. There are a number of ways to increase your chances of success. These include the use of an item dubbed an Upgrade Pity, or the addition of additional components to the upgrade.
The Upgrade Pity is available through the NPC for crafting in Lost Ark. It increases the odds of a successful upgrade by some percentage. It's similar to the "luck bonus" that some items offer however it is more solid. It can be added to any weapon or armor and can be used three times.
You can also add additional materials to the upgrade to increase its chances of success. The materials are displayed in a window located above the + button. There are however limitations to this, and the largest amount of material that can be added is shown directly above the + button in the user interface.
Another method to increase the chance of a successful upgrade is by using the item known as a Blacksmith Blessing or an upgraded version of it. This item is useful when you own an item of gear that has reached the highest level for its tier or is close to it. It will allow you to upgrade that piece of equipment to the next level without risking breaking.
If an upgrade is unsuccessful, the system will be returned to its original state. This is typically a break, but it could also be a downgrade. You should save an upgrade until you are nearing the maximum level of an item.
